Apparently two letters or telegrams were sent on or around 1 October 1890 purporting to be warnings from Jack the Ripper. The earliest mention we have to date of this is a cable from London dated 2 October 1890 (published 4 October in "The Two Republics" newspaper in Mexico). According to this article the letters were the "silly concoction of some would be smart newspaper men." The report goes on to say that the MEPO "have the supposed author of the forged letter of warning under surveillance."
Probably connected to two warning letters variously reported in the press of 6 October 1890 and later which were said to have been taken seriously by the police. The author warned that he intended to "commit fresh murders and mutilations."
In all likelihood these were the same series of letters, interpreted differently by various press outlets.
Interesting to note that the story of journalist Harry Dam concocting JTR letters apparently broke in early December 1890 (see Woodland Democrat, 5 December 1890). Possibly related?
