The elephant man was living in whitechapel but was he living there during the ripper murders?
In the Elephant man movie there was a reference to the jack the ripper murders, a newspaper headline i think.

Yes, he certainly was. He began living at the London Hospital on Whitechapel Road in the year 1886, and he continued to live there for the next four years.

Hi, Nick:

Yes, Joseph Carey Merrick aka the "Elephant Man" was living in his basement quarters in Bedstead Square at the back of the London Hospital at the time of the Ripper murders. It was there that he was found dead in bed on April 11, 1890.
