The Hon. Mr. Matthews has refused to offer a reward for the apprehension of the Whitechapel murderers. The public subscriptions have now reached £1000. The Telegraph, in an article on the subject, quotes the fate of the Kelly gang as showing the efficacy of offering rewards for the detection of crime.
