This is so informative that I thought it worth posting in its entirety, I just wish we had such records for the ten years previous... one will see some familiar names:

'EAST END 1888

The following names are indexed from "East End 1888" by William
J. Fishman, Prof of Political Studies, Q Mary College, London

This is a study of the appalling conditions of the inner London suburbs
of the Tower Hamlets area in 1888. It is a study of poverty, violence,
sweated labour, terrible health, even worse housing. It is a revelation
of just how bad conditions were, and makes a genealogist boggle at how
any records could be made. It is salutary reading. Many addresses are
included, though probably often temporary as people often moved.
Indexed by Mike Foster, Wellington, 1993
It is available in Wellington Central Library. Most of the information
relates to 1888, eg a child aged 12 is probably 12 in 1888.
